UTC018Hot-swap power module with per-slot diagnostics

UTC018 is the power module of a MicroTCA shelf, sized with a 1000 W supply to cover wholly populated chassis.
Diagnostics go beyond the state of the supply: the front indicators report the fuse state of each input line and the power state slot by slot, information that allows a fault to be isolated to a single AMC module. Serial access on the panel allows maintenance on site, the firmware sits on redundant flash banks. The board states conformance to the AMC.0 profile, CE, FCC and UL certifications and storage from -40 to 90 °C.
